Abstract: 随着社会的快速发展,未成年人犯罪的形势日趋严峻,犯罪类型多样化、犯罪手段智能化等特点日益凸显。检察机关作为未成年人犯罪的司法处理机关,既要依法打击未成年人犯罪,更要注重预防与矫正工作,帮助未成年人走出犯罪阴影,重返社会。因此,本文从我国未成年人犯罪的预防与矫正工作现状出发,阐述检察机关在未成年人犯罪预防与矫正中的职责及其实际工作中存在的不足,进而针对检察机关未成年人犯罪的预防与矫正工作提出优化建议,认为结合实际情况推进专门机关普及、加强未成年人犯罪案件办理人才队伍建设、深入领会与合理运用“少捕慎诉”办案原则、深入做好法制宣传教育工作在此方面可以起到效果。
With the rapid development of society, the situation of juvenile crime is becoming more and more severe, and the characteristics of diversified crime types and intelligent crime means are increasingly prominent. As a judicial organ dealing with juvenile crimes, procuratorial organs should not only crack down on juvenile crimes according to law, but also pay more attention to prevention and correction work to help minors out of the shadow of crime and return to society. Therefore, from the current situation of juvenile crime prevention and correction in our country, this paper expounds the responsibilities of procuratorial organs in the prevention and correction of juvenile crime and the shortcomings of their actual work, and then puts forward optimization suggestions for the prevention and correction of juvenile crime in procuratorial organs. According to the actual situation, promoting the popularization of specialized organs, strengthening the construction of talent team for handling juvenile criminal cases, deeply understanding and rationally applying the principle of “less arrest and careful prosecution” in handling cases, and deepening the legal publicity and education work can play an effective role in this respect.

针对复杂的自然环境下,银行卡卡号识别困难、技术处理复杂等问题,本文提出了一种基于深度学习的银行卡卡号识别方法,采用深度学习的方法训练数据模型,采用端到端对银行卡卡号行定位、银行卡号识别,不再对银行卡进行投影、字符切割、图片矫正等复杂处理,对黑体印刷及凹凸印刷两种类型银行卡都能很好的定位和识别,能够自动适应图片的倾斜,对自然环境下银行卡卡号的识别具有很好的适应性。

中药离子导入治疗卒中后肩痛30例临床观察

Abstract: 目的 观察中药离子导入治疗卒中后肩痛的临床疗效。方法 将60例卒中后肩痛患者随机分为治疗组和对照组,各30例。对照组给予常规康复训练,治疗组在对照组治疗方法的基础上加茯苓丸中药离子导入治疗,取患肩阿是穴贴片,每次治疗20 min,每日1次。2组均以10 d为1个疗程,2个疗程后比较2组的临床疗效,以视觉模拟评分法(VAS)评定患者的肩痛程度及肩关节活动度。结果 治疗组总有效率为93.33%,对照组为63.33%,2组比较差异有高度统计意义(P<0.01);2组治疗后VAS评分均有所下降,且治疗组下降更显著,差异均有统计意义(P < 0.05或P < 0.01);治疗后2组肩关节活动度各项指标均明显升高,且治疗组升高更显著,差异均有统计意义(P < 0.05或P < 0.01)。结论 中药离子导入治疗卒中后肩痛临床疗效显著,无明显不良反应,值得临床推广
乌鲁木齐机场一次强降水天气过程分析

Abstract: 2021年7月30~31日乌鲁木齐机场出现了一次中到大雨天气过程。本文利用常规气象观测资料、NCEP再分析资料和微波辐射计资料对此次强降水天气进行诊断分析。结果表明:乌鲁木齐机场此次强降水是发生在“两槽一脊”的环流背景形势下,由于下游脊的阻挡,导致高空槽移动缓慢,造成此次降水持续时间长,降水量大;较强的水汽辐合配合强烈的上升运动以及不稳定能量的积聚造成了此次强降水的发生;微波辐射计资料中的相对湿度、液态水及综合水汽含量都反映了此次强降水的发生,微波辐射计的高时空密度的连续监测资料对强降水天气的航空气象预报预警服务有一定的辅助参考作用。
A moderate to heavy rain weather process occurred at Urumqi Airport on July 30~31, 2021. This paper diagnoses the heavy precipitation weather through the conventional meteorological observation data, NCEP reanalysis data and microwave radiometer data. The results show that the heavy rainfall at Urumqi Airport occurred in the circulation background of “two trough and one ridge”. Due to the blocking of the downstream ridge, the upper trough moved slowly, resulting in the long duration and heavy precipitation. Abundant water vapor convergence combined with strong upward movement and unstable energy accumulation caused the occurrence of this heavy precipitation. The contents of relative humidity, liquid water and integrated water vapor in microwave radiometer data all reflect the occurrence of the heavy precipitation. The continuous monitoring data of high spatial and temporal density of microwave radiometer has a certain auxiliary reference function for the aeronautical meteorological forecast and early warning service of heavy precipitation weather.

Abstract: 本文利用FNL 1? * 1?再分析数据、EC-thin数值预报、激光雷达数据、机场周边气象站、机场AWOS等资料对乌鲁木齐机场2022年4月18日~19日春季天气背景下的一次东南大风天气过程及低空风切变特征进行分析,结论如下:此次东南风长时间维持的原因为:1) 本次东南大风以锋前减压加回流型为主。2) 新疆脊区发展导致冷空气从脊前补充南下,使得东疆至甘肃一带冷槽维持;脊区东升导致高压南压,高压主体稳定在西藏青海一带并明显加强,地面逐渐形成东高西低、南高北低的气压形势场。北疆地区受低压系统和其前部减压影响,更有利于维持东高西低的气压场形势。3) 达坂城站与乌鲁木齐机场的气压场与机场风速的相关性较好。4) 在东南风持续期间,R07与MID端有明显的风速差,其风切变值超过安全阈值。5) EC-thin数值预报对此东南风的预报时长误差较大,预报风场的风速明显比实况偏大。6) 激光雷达风廓线资料700~1200米高度及500米高度的东南风层资料对本场东南风预报有一定的参考价值。
In this paper, using the 1? * 1? FNL reanalysis data, EC-THIN numerical forecast, laser radar data, weather stations around the airport, and AWOS data to analyze the weathering process of a southeast wind and low-level wind shear characteristics under the background of spring weather of Urumqi airport from April 18 to 19, 2022. The conclusions follow: the reason why the southeasterly wind maintained for a long time: 1) The southeast gale was mainly prefrontal decompression and reflux type. 2) The development of the Xinjiang ridge area leads to the cold air moving southward from the front of the ridge and maintaining the cold trough from eastern Xinjiang to Gansu; The eastward rise of the ridge leads to the southward pressure of the high pressure, and the main of the high pressure is stable in Tibet and Qinghai and strengthened obviously. The surface gradually forms a pressure field with high pressure in the east and low pressure in the west, high-pressure in the south and low-pressure in the north. Under the influence of the low-pressure system and its front decompression, the northern Xinjiang area is more conducive to maintaining the high-pressure field in the east and the low-pressure field in the west. 3) The pressure field of Dabancheng Station and Urumqi Airport has a good correlation with the airport wind speed. 4) During the duration of the southeast gale, there is an obvious wind speed difference between R07 and MID, and the wind shear value exceeds the safety threshold. 5) The time error of the EC-THIN numerical forecast is relatively large, and the wind speed of the predicted wind field is obviously larger than the real wind. 6) The laser radar wind profile data of 700~1200 m height and the southeast wind layer data of 500 m height have certain reference values for the southeast gale forecast.

Abstract: 本文以0.25? × 0.25?的NCEP再分析资料为初始场,利用WRF模式对2021年1月23日乌鲁木齐机场出现的强降雪天气过程进行数值模拟研究。模式采用不同微物理参数化方案进行敏感性试验,并与自动站降水数据和雷达基数据进行对比,并分析了此次强降雪天气过程中水凝物的时空演变特征。研究表明:Thompson方案更好的模拟出了本次强降雪天气过程,表现在模拟的降水的开始结束时间,降水量的大小和中雪出现时间都与实况最接近。对比雷达反射率来看,Thompson方案和WSM6方案模拟的回波区域偏大,强度偏强,Lin方案模拟的强度偏弱,综合来看Thompson方案的模拟结果更接近雷达实际探测数据。从云微物理特征上看,由于温度低,三种方案基本模拟出的都是冰相粒子,Lin方案模拟的雪、冰晶和霰的含量比较均衡,其中霰的含量是三个方案中最多的,Thompson方案模拟的雪含量最多,冰晶和霰含量很少,WSM6方案模拟的雪和冰晶含量多,其中冰晶含量是三种方案中最多的。
In this paper, the NCEP reanalysis data of 0.25? × 0.25? was used as the initial field, and the WRF was used to numerically simulate the heavy snowfall weather process at Urumqi Airport on January 23, 2021. Different microphysical parameterization schemes were used to carry out sensitivity tests, comparing with automatic station precipitation data and radar base data, and analyzed the spatial and temporal evolution characteristics of water condensate during the heavy snowfall. The results show that the Thompson scheme can better simulate the heavy snowfall weather process, which shows in the beginning and end time of simulated precipitation, the size of precipitation and the occurrence time of moderate snow are the closest to the real situation. Comparing with the radar reflectance, the echo area simulated by Thompson scheme and WSM6 scheme is large and the intensity is strong, while the intensity simulated by Lin scheme is weak. In general, the simulation results of Thompson scheme are closer to the actual radar detection data. Looking from the micro cloud physical characteristics, because of the low temperature, three basic simulating scheme are ice phase particles, Lin, a scheme of simulation of snow, ice and sleet content is relatively balanced, among them the content of graupel is one of the most in the three schemes, Thompson scheme simulation of snow, the most abundant content of ice crystals and sleet rarely, WSM6 scheme simulation of snow and ice crystals content more, The content of ice crystal is the most among the three schemes.

Abstract: 黑龙江省属于国界,位于中国的北部。由于冬季的燃煤采暖和秸秆燃烧,造成了冬季严重的雾霾状况,近几年随着锅炉改造和禁止秸秆燃烧的相关措施实施出台,黑龙江省的空气质量得到明显改善,但还是存在各种状况。本文对黑龙江省13个市区的2020年空气质量数据进行分析,分别从月份、季度、以及采暖期和非采暖期的角度,主要对各个城市的AQI (空气质量指数Air Quality Index)、PM2.5等污染指数利用GIS可视化,揭示黑龙江省全年空气质量的时间及地区差异,为污染的防治提供依据。
Heilongjiang Province belongs to the national border and is located in the north of China. Due to coal heating and straw burning in winter, serious winter haze conditions have been caused. In recent years, with the boiler transformation and the implementation of relevant measures to ban straw burning, the air quality in Heilongjiang Province has been significantly improved, but there are still various conditions. This paper analyzes the Air Quality data of 13 urban areas in Heilongjiang Province in 2020. From the perspectives of month, quarter, heating period and non-heating period, GIS is used to visualize the AQI (Air Quality Index), PM2.5 and other pollution indexes of each city, reveal the time and regional differences of air quality throughout the year in Heilongjiang Province, and provide basis for pollution prevention and control.
