地方法院审判监督平台构建研究
Research on the Construction of a Trial Supervision Platform for Local Courts

文章以中共中央下发的《中共中央关于开展全国政法队伍教育整顿的意见》为出发点，结合各省法院审判监督现状及存在的问题，充分运用微服务技术，提出了法院审判监督平台建设的总体架构、集成架构、部署架构思路，分别解决法律法规要求和审判监督需求共同约束下的平台架构设计问题、与法院已有信息系统紧密集成的平台构建问题。文章结合全国各地法院的实地走访调研，结合各省信息化建设差异，梳理出了核心审判权监督功能需求，完成了系统的通用架构设计，并通过深入地梳理，结合法院标准设计了统一的数据规则，为后续各省的审判权监督平台构建提供了数据规则指引。
This paper takes the CPC Central Committee’s issuance of the “Opinions of the CPC Central Committee on Carrying Out the National Education and Rectification of Political and Legal Teams” as the starting point, combines the current situation of trial supervision in courts in various provinces and the problems that exist, fully utilizes micro-service technology, and puts forward the overall architecture of the court’s trial supervision platform construction, the integration architecture, and the idea of deploying the architecture, respectively, to solve the problem of the design of the platform architecture under the constraints of the requirements of laws and regulations and the needs of trial supervision together, and the platform construction problem of close integration with the existing court information system are solved respectively. This paper combines the field visits and research of courts across the country with the differences in the information construction of each province to sort out the core trial right supervision function requirements, complete the general architecture design of the system, and, through in-depth sorting, combine the court standards to design a unified data rule, which provides a data rule guideline for the construction of subsequent trial right supervision platforms in each province.
