浅谈“双碳”视角下我国交通运输领域法律规制问题及优化策略
A Brief Discussion on Legal Regulation and Optimization Strategies in the Field of Transportation in China from the Perspective of “Double Carbon”

本文深入剖析了“双碳”目标下我国交通运输法律规制的现状与优化路径。面对全球气候变暖挑战，我国交通运输业作为碳排放大户，其绿色转型迫在眉睫。文章指出，当前规制体系虽初具规模，但缺乏全局性法律引领，化石燃料依赖严重，减排空间受限。为此，本文倡导构建全面气候变化法，促进能源结构优化，将减污降碳融入国家发展战略，以法律为基，科技为翼，共筑交通运输低碳未来，助力我国“双碳”目标顺利实现。
This paper deeply analyzes the current situation and optimization path of China’s traffic legal regulation under “double carbon” goals. Facing the challenge of global warming, China’s transportation industry as a major carbon emitter, its green transformation is imminent. The article pointed out that although the current regulatory system has begun to take shape, it lacks the overall legal guidance, and the dependence on fossil fuels is serious, and the space for emission reduction is limited. Therefore, this paper advocates the construction of a comprehensive climate change law, promote the optimization of energy structure, and integrate pollution reduction and carbon reduction into the national development strategy. Based on law and science and technology, we will build a low-carbon future of transportation and help our country achieve the “double carbon” goal smoothly.
