石油化工企业作为国民经济的重要组成部分，其HSE (健康、安全、环境)风险管控能力直接关系到企业的安全生产、员工健康以及环境保护。近年来，随着石油能源产业的不断发展，石油化工企业的生产规模不断扩大，生产环节日益复杂，HSE风险也随之增加。文章旨在探讨提升石油化工企业HSE风险管控能力的具体措施，通过建立健全HSE管理体系、加强安全培训、完善事故应急预案、强化风险评估与监督等途径，保障企业的安全生产和可持续发展。
Petrochemical enterprises, as an important part of the national economy, their HSE (health, safety, environment) risk management and control abilities are directly related to the safety of production, employee health, and environmental protection of enterprises. In recent years, with the continuous development of the petroleum energy industry, the production scale of petrochemical enterprises continues to expand, the production links have become increasingly complex, and the HSE risk has also increased. This paper aims to discuss the specific measures to improve the HSE risk management and control ability of petrochemical enterprises, and ensure the safe production and sustainable development of enterprises by establishing and perfecting the HSE management system, strengthening safety training, improving accident emergency plan, strengthening risk assessment and supervision and other ways.
