Robot Ethics and Governance—Exploring Moral Challenges and Regulatory Strategies in the Era of Artificial Intelligence

随着人工智能技术的日新月异，机器人已逐渐渗透到我们的日常生活与工作的方方面面。然而，这种普及并非毫无代价和潜在威胁，它催生了一系列前所未有的伦理问题，对现有的社会安全体系发起了挑战。本文回顾了机器人的发展及应用，探讨了现存的机器人伦理涉及的核心问题，并分析了各方当前在机器人治理领域做出的一些努力以及面临的诸多难题，如法律法规的滞后、技术监管的困境以及社会观念的差异等。在此基础上，本文还提出了一系列积极的规范策略，如设立专门机构、加强跨学科研究、完善现有法律法规等，旨在推动机器人技术健康发展的同时，确保人类社会秩序的和谐。
With the rapid advancement of artificial intelligence technology, robots have gradually become integrated into various aspects of our daily lives and work. Yet, this widespread adoption has not been without costs and potential threats, giving rise to unprecedented ethical issues that challenge our existing social security systems. This paper reviews the development and applications of robots, discusses the core issues in robot ethics, and analyzes the efforts made by various stakeholders in the realm of robot governance, as well as the significant challenges they encounter. These challenges include lagging laws and regulations, dilemmas in technological regulation, and divergent social perceptions. Building on this analysis, the paper proposes a series of proactive regulatory strategies, such as establishing specialized agencies, strengthening interdisciplinary research, and enhancing existing legal frameworks. The aim is to foster the responsible development of robotics while ensuring the maintenance of social harmony.
