农业面源污染第三方治理构想

Abstract:
农业面源污染第三方治理机制是解决农业面源污染治理顶层设计针对性不足、根除与归责困难、治理效果欠佳等问题的新型治理模式,对农业面源污染的治理现状极具必要性。文章构建农业面源污染第三方治理机制于农业种植生产污染、规模化养殖污染以及农业生产累积性污染中的应用模式,以及针对主体、适用审查、治理过程与结果评估四个方面的具体制度,使农业面源污染第三方治理机制具象化,实现创新治理机制与难以在传统规制手段下有所成效的农业面源污染治理之间的融合最大化,为国家治理体系现代化进程提供新思路。
The third-party governance mechanism of agricultural non-point source pollution is a new governance model to solve the problems of insufficient pertinence in the top-level design of agricultural non-point source pollution control, difficulties in eradication and accountability, and poor governance effect, which is extremely necessary for the current situation of agricultural non-point source pollution control. This paper constructs the application model of the third-party agricultural non-point source pollution control mechanism in agricultural planting production pollution, large-scale breeding pollution and agricultural production cumulative pollution, as well as a specific system for the main body, application review, treatment process and result evaluation, so as to make the third-party agricultural non-point source pollution control mechanism concrete. Maximize the integration between innovative governance mechanisms and agricultural non-point source pollution control, which is difficult to achieve results under traditional regulatory means, and provide new ideas for the modernization process of national governance system.
