浅谈马克思主义指导下我国网络法治文化建设
A Brief Discussion on the Construction of China’s Network Rule of Law Culture under the Guidance of Marxism

伴随网络的飞速发展，网络法治文化建设的挑战应运而生，网络空间是广大人民群众的精神家园与交流窗口，是构建全面推进依法治国以及网络强国的法治文化建设阵地。新时代理解我国的网络法治文化建设必须基于马克思主义的学理基础，了解马克思主义经典作家的法治思想，新时代网络社会治理的重要陈述以及我国优秀传统法律文化资源。基于我国网络法治文化建设的发展现状结合新时代网络强国的时代要求，探析我国网络法治文化建设存在网络文化法治体系缺乏前瞻性，群众法治意识模糊，网民维护合法权益困难，网络法治宣传缺乏创新的问题，并给出主张构建完备的网络文化立法，推进群众治理权力公开化，突出中国特色的法治文化，创新网络法治宣发教育的应对策略，在实现网络强国战略的征程上阔步前进。
With the rapid development of the Internet, the challenge of the construction of the Internet rule of law culture arises at the historic moment. Cyberspace is the spiritual home and communication window of the broad masses of the people, and it is a position for the construction of the rule of law culture to comprehensively promote the rule of law and strengthen the Internet. To understand the construction of China’s network rule of law culture in the new era, we must base on the theoretical foundation of Marxism, understand the Marxist classic writers’ thoughts of rule of law, the important statement of network social governance in the new era and the excellent traditional legal culture resources of our country. Based on the development status of the construction of network culture of rule of law in China and the requirements of the era of a strong network country in the new era, this paper analyzes the problems of network culture of rule of law in the construction of network culture of rule of law in China, such as lack of forward-looking system of network culture of rule of law, vague consciousness of the masses of rule of law, difficulty for netizens to maintain legitimate rights and interests, lack of innovation in publicity of network rule of law, and puts forward suggestions for the construction of a complete network culture of legislation. We will promote the openness of the masses’ governance rights, highlight the rule of law culture with Chinese characteristics, innovate the coping strategies of online rule of law publicity and education, and make great strides on the journey of realizing the strategy of strengthening the Internet.
