中国海洋经济高质量发展评价及实证分析
Evaluation and Empirical Analysis of High-Quality Development of Marine Economy in China

中国海洋经济已成为国民经济发展的新增长点，11个沿海省市在自然、经济和社会政治方面存在一定的差异，同时又存在一定的空间相关性。为综合评价各地区的海洋经济发展水平和分析各影响因素对各地区经济发展水平的影响，本文基于五大发展理念，构建海洋经济高质量发展的指标体系，并建立基于熵权TOPSIS模型的综合评价模型。实证分析结果表明：各地区的海洋经济发展水平不一，各影响因素对各地区海洋经济发展的影响均不同，且存在空间异质性。综合以上结果与现实情况，本文提出适宜各地区发展的有效对策以推动海洋经济高质量发展。
Marine economy of China has become a new growth point of national economic development, and there are certain differences between 11 coastal provinces and cities in natural, economic and socio-political aspects, as well as certain spatial correlation. In order to comprehensively evaluate the level of marine economic development of each region and analyze the impact of each influencing factor on the level of economic development of each region, the index system of high-quality development of marine economy is constructed based on the five development concepts, and a comprehensive evaluation model is established based on entropy weight TOPSIS model. The results of empirical analysis show that: the level of marine economic development in each region is different, the impact of each influencing factor on the development of marine economy in each region is different, and there is spatial heterogeneity. Synthesizing the above results and the real situation, effective countermeasures are proposed for the development of each region to promote the high-quality development of marine economy.
