在我们的社会生活和人生过程之中，老龄是一个不断被建构的概念。作为一种将长期持续并不断演化的人口现象，人口老龄化兼具现实性与建构性，我们对其只能适应、可能延缓却不能逆转。这一现象究竟是危机还是机遇，关键在于如何去对待。现有的发展机制和制度施行必须改变适应人口年龄结构变动给社会经济发展带来的若干现实挑战，同时，通过调整对老龄化的定义方式和应对模式有利于为治理创造出回旋空间。如何积极应对人口老龄化已成为崭新的全球性重大治理议题，中国方案可为其提供一些新思路和新力量。
In our social life and life process, aging is a concept that is constantly being constructed. As a demographic phenomenon that will continue and evolve for a long time, population aging is both realistic and constructive, and we can only adapt to it, delay it but cannot reverse it. Whether this phenomenon is a crisis or an opportunity, the key lies in how to treat it. The existing development mechanisms and institutional implementation must be changed to adapt to several practical challenges brought by the changing age structure of the population to social and economic development, and at the same time, the adjustment of the definition of aging and the response model will help create wiggle room for governance. How to actively deal with the aging population has become a new major global governance issue, and China’s plan can provide some new ideas and new strength for it.
