环境法视野下农村生态环境保护问题与路径探析
Exploring the Problems and Paths of Rural Ecological Environmental Protection in the Perspective of Environmental Law

随着我国经济的深入发展，农村生态环境问题日益严峻，已经成为制约农村经济发展的重要因素。在环境法视野下，当前农村生态环境保护存在农民环保法治意识薄弱、农业生产活动不规范及农村环保法律体系不完善等问题。为解决此种难题，应从立法、执法、司法三方面完善农村生态环境保护法律法规体系，通过法治宣传、扩充人才来提升农民的环保法治意识，依据创新途径和奖惩制度强化农村生态环境保护法律监督，以此实现守护农村绿水青山，守住农民“金山银山”的最终目的。
With the deepening development of China’s economy, the rural ecological environment has become an increasingly serious problem, and has become an important factor restricting the development of the rural economy. Under the vision of environmental law, the current rural ecological environmental protection exists in farmers’ weak awareness of the rule of law, agricultural production activities are not standardized and the rural environmental protection legal system is not perfect and other problems. In order to solve this problem, we should improve the laws and regulations system of rural ecological environment protection from three aspects: legislation, law enforcement and judicature, promote farmers’ awareness of environmental protection and rule of law through rule of law propaganda and expanding talents, and strengthen legal supervision of rural ecological environment protection according to innovative ways and reward and punishment system, so as to realize the ultimate goal of guarding the green water and mountains in rural areas and keeping the “mountains of gold and silver” for the farmers.
