中日留学生制度构建：基于“量”与“质”的视角
Construction of the System for Chinese and Japanese International Students: Based on the Perspective of “Quantity” and “Quality”

随着全球化进程的推进，留学生流动在全球范围内不断扩大，而世界经济格局的变动，进一步加剧了留学生招生市场在地区和国家之间的竞争。因此，将以中日两国留学生制度构建为中心，分析中国“50万人留学生计划”和日本“30万留学生计划”能够顺利实现的始末。在目标实现的过程中，两国关于留学生“质的控制”也呈现出不同的特点，因而后期更应思考在实现留学生质量高速扩张后的质量提升，在量质并举中促进东亚成为世界留学生最大目的地。
With the advancement of globalization, the flow of international students continues to expand glob-ally, and the changes in the world economic landscape further intensify the competition in the international student enrollment market between regions and countries. Therefore, the construction of the international student system in China and Japan will be taken as the center to analyze the smooth implementation of China’s “500,000 international student program” and Japan’s “300,000 international student program”. In the process of achieving the goals, the two countries also exhibit different characteristics in terms of “quality control” of international students. Therefore, in the later stage, more attention should be paid to improving the quality of international students after achieving rapid expansion, and promoting East Asia to become the world’s largest destination for international students through both quantity and quality.
