改善财政民生支出结构的优化路径探索
Exploring the Optimisation Path to Improve the Structure of Fiscal Expenditure on People’s Livelihoods

财政支出分为民生性支出和非民生性支出，近年来我国财政支出结构不断优化，而用于教育、卫生医疗、住房保障、基础设施建设等民生领域的支出有所增加。从各项数据来看，政府较好的完成了民生需求，提升了当地的民生幸福指数，但相较于其他国家的支出结构，我国用于民生领域的民生性支出仍然偏少。因此为了更好的改善民生，合理调配财政支出的结构和方向，将现有的不合理投资结构改善后用于增加民生领域支出，加大对民生领域的投入力度。
Fiscal expenditure is divided into livelihood expenditure and non-livelihood expenditure. In re-cent years, the structure of China’s fiscal expenditure has been continuously optimised, while ex-penditure on livelihood areas such as education, health care, housing security and infrastructure construction has increased. From the data, the government has better fulfilled the needs of people’s livelihood and improved the local happiness index of people’s livelihood, but compared with the expenditure structure of other countries, China’s expenditure on people’s livelihood is still on the low side. Therefore, in order to better improve people’s livelihood, the structure and direction of fiscal expenditure should be rationally deployed, and the existing unreasonable investment structure should be improved and used to increase expenditure in the area of people's livelihood, so as to increase the investment in the area of people’s livelihood.
