农村老年人长期照护的困境及对策研究

随着人口老龄化问题的不断发展，老年人的长期照护问题日渐凸显。相较于城市地区，农村地区经济落后，空巢老人数量大，农村失能老人的照护问题更加严峻，面临着长期护理保险制度发展缓慢、缺乏专业护理人员、家庭照护功能减弱、照护机构数量不足等问题。据此，从家庭、照护机构、政府等多个角度提出破解农村失能老人长期照护问题的路径，加快建立完善的长期照护保险制度、提升护理人员的质与量、加强家庭支持、积极发挥市场力量。
With the development of the population ageing problem, the problem of long-term care for the elderly is becoming more and more serious. Compared with the urban areas, the rural areas are economically backward, the number of empty-nest elderly is large, and the problem of care for the rural disabled elderly is more serious, long-term nursing insurance system is facing the problems of slow development, lack of professional nursing staff, weakened home care function, insufficient number of care institutions and so on. Therefore, from the family, care institutions, the government and other angles to solve the problem of long-term care for the rural disabled elderly ways, to accelerate the establishment of a sound long-term care insurance system, improve the quality and quantity of nursing staff, strengthen family support, actively play market forces.
