多元共治：城市生活垃圾分类的创新路径——基于南京市雨花台区翠岛花城小区的实践调查
Co-Governance: An Innovative Path for Urban Waste Separation—A Practical Survey Based on “Green Garden”, Yuhuatai District, Nanjing

近年来，随着我国城市化速度的加快、居民生活水平不断提高，城市居民对资源的消耗量及生活垃圾产生量的复杂程度不断增加。如何解决城市生活垃圾所带来的污染问题，引导居民参与社区垃圾分类，实现资源的重复利用，已成为城市社区治理领域亟需研究的重要议题。本文以南京市雨花台翠岛花城小区作为研究案例，以多元治理理论为分析工具，通过分析多元治理主体在社区垃圾分类的行动路径，找出在城市社区生活垃圾分类中的问题解决手段及措施，总结出建立多元共治常态化、构建“网格+”垃圾分类治理平台、提升居民参与感三个方面的多元共治通道，为社区治理和社区发展做出贡献。
In recent years, as China’s urbanization rate accelerates and residents’ living standards continue to improve, the consumption of resources and the complexity of domestic waste generated by urban residents have been increasing. How to solve the pollution problem caused by urban domestic waste, guide residents to participate in community waste classification and realize the reuse of resources, has become an important issue that needs urgent research in the field of urban community governance. This paper takes Nanjing Yuhuatai “Green Garden” as a research case, and based on the theory of multi-governance as an analytical tool, by analyzing the action paths of multiple governance subjects in community garbage classification, we find out some solving means and measures in urban community living garbage classification, summarize the three aspects of establishing the normalization of multiple co-governance, constructing the “grid plus+” governance platform, and enhancing the residents’ sense of participation to establish the multiple co-governance channel. These ways contribute to community governance and community development.
