塔吉克斯坦经济开发区立法研究
Research on the Legislation of the Economic Development Zone of the Republic of Tajikistan

本文分析了塔吉克斯坦共和国经济开发区立法现状及存在的问题，从土地利用存在的立法、开发区政府法律主体地位、开发区政策优惠相关法律分析目前塔吉克斯坦经济开发区立法中存在的问题。最后提出塔吉克斯坦共和国经济开发区立法需要完善，提出解决土地利用效率的法律对策有：合理的土地规划，采取逐步开发模式，做好征地农民补偿安置工作；明确开发区政府法律主体地位，立法保证优惠政策扶持，明确各个产业发展法律化与制度化。
This paper analyzes the current legislative situation and existing problems of the economic development zones of the Republic of Tajikistan, and analyzes the existing problems in the legislation of the economic development zones of Tajikistan from the legislation of land use, the legal subject status of the government of the development zones, and the laws related to preferential policies for development zones. Finally, it proposes that the legislation of the economic development zone of the Republic of Tajikistan should be improved, and the legal countermeasures to solve the land use efficiency should be as follows: reasonable land planning, taking a gradual development model, and doing a good job in the compensation and resettlement of land requisitioned farmers; clarify the legal subject status of the development zone government, and legislate to ensure preferential policy support, and the legalization and institutionalization of the development of each industry shall be clarified.
