Abstract:

安全是空中交通管理行业永恒的主题,安全也是空管行业生存和发展的基本要求,只有确保安全运行才能真正的让民航不断脚踏实地的发展。空管行业在安全管理中也提出了持续安全的管理理念。风险管理是安全管理的核心,也是安全管理工作的切入点。管理学中指出:管理层次不同风险决策类型不同,所以对于风险管理也应该做到多层次风险管理,由此产生了四级风险管理制度。同时从高级管理学风险管理和管理控制中前馈控制、同期控制、反馈控制等多个角度阐述了使用四级风险管控的原因。最后介绍了民航新疆空中交通管理局终端管制中心四级风险管控的实践方法及操作实例为其他行业的风险管控提供参考。
Safety is the eternal theme of the air traffic control industry, and safety is also the basic require-ment for the survival and development of the air traffic control industry. Only by ensuring safe op-eration can civil aviation develop continuously. Air traffic control industry in safety management also put forward the management concept of sustainable safety. Risk management is the core of safety management and the entry point of safety management. It is pointed out in advanced man-agement that different management levels have different types of risk decisions, so multi-level risk management should be implemented for risk management, resulting in a four-level risk manage-ment system. At the same time, it elaborates the reasons for using the four-level risk control from the perspectives of feed-forward control, synchronization control, feedback control in risk man-agement and management control of senior management. Finally, the practical methods and oper-ational examples of four-level risk control in terminal control center are introduced to provide reference for risk control in other industries.
