宁夏健康扶贫创新模式对返贫的抑制作用研究
Study on the Inhibitory Effect of the Innovative Model of Healthy Poverty Alleviation on Returning to Poverty in Ningxia

2020年，随着脱贫攻坚战进入收官阶段，全国832个贫困县陆续脱贫摘帽，标志我国扶贫事业取得圆满成功。在绝对贫困消除之后，下一阶段的重要目标之一就是抑制返贫。健康扶贫是扶贫工作中的重要一环，也在抑制因病返贫方面发挥了至关重要的作用。本文在研究“因病致贫、返贫”发生机制以及健康扶贫作用机理的基础上，聚焦宁夏盐池，通过对当地健康扶贫具体做法和取得成效的分析归纳，总结出“宁夏模式”的健康扶贫经验：建立台账精准识别；实地调研、宣传医保理念；积极创新、提升政策的有效性；造血与输血相结合，提升服务能力。
China lifted 832 poverty-stricken counties out of poverty in 2020 as the battle against poverty entered its final phase, marking the complete success of poverty alleviation. After the elimination of absolute poverty, one of the important goals for the next phase is to curb the return to poverty. Health poverty alleviation is an important part of poverty alleviation work and also plays a vital role in preventing people from returning to poverty due to illness.
