基于DEA-SBM模型的公共事业单位绩效评价研究
Research on Public Institution Performance Evaluation Based on DEA-SBM Model

基于我国省级公共图书馆、公立医院与卫生机构以及64所教育部直属高等院校的投入产出数据，采用非径向非角度DEA-SBM模型进行技术效率、规模效率及综合效率测度，实证研究表明我国公共事业单位绩效存在显著的地区差异，大多数地区或单元尚未达到DEA有效，相对于投入不足，产出规模和效率低等问题更为突出。单元的效率值不等于1表明评价单元没有达到最优水平，存在投入的冗余值和改进的空间。通过分析公共事业单位投入和产出的冗余值、非径向改进方向及改进目标值，为提高资源利用率和提升单元效率提供科学明晰的参考和依据。
Based on input-output data of provincial public libraries, public hospitals and health institutions and 64 universities and colleges directly under the Ministry of Education, the article explores the technical efficiency, scale efficiency and overall efficiency by using the non-radial and non-angle DEA-SBM model. Empirical studies have shown that there are significant regional differences in the performance of public institutions, and most of the regions or units have not reached the DEA effectiveness. The output scale, low efficiency and so on are the more prominent problems than the lack of investment. The situation that efficiency unit is not equal to one indicates that the evaluation unit did not reach the optimal level, and there is a redundant value of investment and the room for improvement. By analyzing the redundant values of inputs and outputs in public institutions, non-radial direction of improvement and the target value of improvement, this research aims to provide a scientific and clear reference to improve resource utilization and enhance unit efficiency.
