城市基本公共体育服务设施供给标准化研究
Standardization of the Supply of Urban Basic Public Sports Service Facilities

摘要：针对当前我国基本公共体育服务设施战略规划和建设中存在的标准的统一性与适宜性问题，采用文献资料法，专家访谈法和系统分析法，对我国城市基本公共体育服务设施供给标准化问题进行了研究。研究发现：目前我国各城市现有的公共体育服务设施标准中主要涉及公共体育服务设施配置数量标准，而且其标准之间有较大差异；各城市公共体育服务设施建设存在供给不足或过剩等供给结构性问题；虽提及可达性问题，但只是原则性的，不具有操作性；对公共体育设施服务质量标准几乎没有涉及等。针对以上问题，分析探讨了城市基本公共体育服务设施标准化的影响因素，提出了以需求为导向，基本均等化和分层建体系等标准化的基本原则，以及评估需求、供给和标准选定等标准化方法。对提高我国城市基本公共体育服务设施供给的统一性、经济性和可持续性，推动其均等化具有理论和实际指导意义。
Abstract: In view of the unity and suitability problems of standard in the strategic planning and construction of China’s basic public sports services facilities, this study analyzed the standardization of the supply of urban basic public sports service facilities by the methods of literature review, expert interview and system analysis. The study found that the existing standards of urban basic public sports facilities supply mainly involve the quantity standard of public sports service facilities allocation, and there are great differences between them; there is a structural problem of supply shortage or excess supply of urban public sports service facilities; although the accessibility problem is mentioned in these standards, it is only principled and not operable; these standards haven’t quality standards. In order to solve the above problems, this paper analyzed the influence factors of standardization on urban basic public sports facilities service supply and put forward the principles of standardization such as demand oriented, basic equalization and hierarchical construction system, and as well as the methods of standardization such as assessment of demand, supply and standard selection. This study had theoretical and practical significance for promoting uniformity, economy, sustainability and equalization of urban basic public sports facilities service supply
