城市直管公房微整治模式与精细化管理研究
A Research of the Fine Management and Micro Regulation Mode of Public House

采用直管公房统计数据和现状调研构建直管公房点状数据库，运用ArcGIS分析直管公房空间布局与现状特征，探索直管公房国有土地主导政府储备与整治互动模式、公私联营型整治模式、历史特色建筑保护型整治模式、产业转型升级型整治模式等4种模式；从构建三维直管公房管理数据库、潜力预测和类型划分、整治标准与准则指引、整治后效益评估体制和监管机制等方面提出精细化管理建议，以期为直管公房合理整治、精细化管理、实现多方共赢和激发经济增长点及社会效益的喷发点提供借鉴．
： Statistical data of public house and survey of current situation is synthesized, thus a data set of the location of public house is built. The spatial distribution and characteristics of public house are analyzed with ArcGIS, to explore four micro regulation models of public houses, they are regulation mode of dominant public house's state-owned land government reserves, interactive, regulation mode of public-private affiliation, regulation mode of historical architecture protection and regulation mode of industry transformation and upgrading. Many fine management suggestions are proposed from framing three-dimensional management data of public houses, potential prediction, type classification, governance model guidelines, benefit assessment and monitoring mechanism, which will provide reference for rational transformation and fine management of public houses to reach a win-win situation and achieve social benefits
