大规模风电接入下含大用户直购电的电力系统调度模型研究

Abstract:

大规模风电的接入使得电力系统的调峰问题愈发复杂。与此同时,作为电力市场改革进程中开放售电侧竞争的重要环节,开展大用户直购电对系统调度与运行的影响仍亟待研究。对此,依据决策者对于风电重视程度的不同建立两种包含大用户直购电的调度模型,分别为风电效益权衡模型和风电优先调度模型。模型均以最大化发电系统运行期望效益为目标,考虑风电的随机性,利用自回归滑动平均(auto-regressiveandmovingaverage,ARMA)模型和MonteCarlo方法模拟生成大量风电场景,并基于场景削减技术得到具有较好代表性的有限场景集合。同时结合峰谷电价,利用混合整数规划得到各场景状态下系统各机组的日内运行情况、大用户直购电安排情况,由此分析大用户直购电带来的经济和运行效益以及其为风电消纳做出的贡献。算例分析验证了所提模型与算法的有效性和实用性,可为我国大用户直购电工作的开展提供借鉴。
