On the space of conics on low degree complete intersections

Let X be a smooth complete intersection. Suppose p and q are two general points on X, we consider the conics on X which pass through p and q. We prove a proposition to characterize a projective variety is a complete intersection under some conditions and use it to prove the moduli space of these conics is a smooth complete intersection.
