A PRELIMINARY STUDY ON LAND USE PLANNING IN LUKOU AIRPORT OF NANJING CITY

The purposes,contents,principles and system of the land use planning for Lukou Airport are presented and the major points including height restriction of buildings,noise control as well as potential birdstrike risk to the airport and flood disaster to the airport are explored in the paper. 1 Lukou Airport is a large construction project with a great quantity of investment.After its completion and putting into operation,the airport will exert notable and great impacts on the environment of its surroundings.Therefore,it is very important and extremely necessary to make a sound and reasonable land use planning of the region around the airport and to assess and forecast the impacts. 2 The main contents of land use planning for Lukou Airport include both the impacts of the airport on its surroundings and the impacts of the surrounding area on the airport after the completion of the airport.The focus of the land use planning should be on height restriction of the buildings,control of the noise from aircraft and prevention of birdstrike risk.Moreover,considering its location near Qinhuai River system with lower elevation,an assessment and prediction of potential flood hazard to the airport should also be included in the land use planning. 3 Under the prerequisite of making sure of proper and safety operation of Lukou Airport,strict control measures should be taken on the features,scales and locations of varied development projects in the region around the airport.The coordination and compatibility between the land use planning of the region around the airport and the other programmes existed in the same region should be reached.Besides,the optimization in the original land use and landscape in the region around the airport should be made as far as possible,and the agricultural fields and scenic spots in the region surrounding the airport should be protected if they are not harmful to the operation of the airport.
