Knowledge Management when Scheduling the Flow of Water Resources Based on Context-knowledge Integration

Abstract:
Scheduling the flow of water resources is a complex process. Knowledge management refers to sharing and using explicit and tacit knowledge, and promoting organizational efficiency by managing knowledge resources. Integrating water resource flow scheduling and knowledge management means that proper knowledge will reach the right people promptly and improve the management level and standard of water scheduling. This paper analyzes knowledge management demands such as collecting information, scheduling schemes, organizing and conducting scheduling in the process of water scheduling flow. We discuss key knowledge modeling techniques, and the identification and acquisition of technology and knowledge retrieval technology for water scheduling flow. This paper builds knowledge modeling techniques for scheduling water resource flow, combines direct and indirect contexts, and uses context-based similarity matching knowledge tree retrieval technology for water scheduling. We analyzed the operation management system of the first phase project of the Eastern Route of the South-to-North Water Diversion. The knowledge management framework consists of two information systems and four management levels. The two information systems are 1) collecting information system of water scheduling flow and the 2) management information system of water scheduling flow. The four management levels are the 1) knowledge management users’interface, 2) level of water scheduling flow, 3) level of knowledge base, and 4) the equipment level of knowledge management and flow management. Our framework integrates knowledge management, water scheduling flow and staff to deliver the proper knowledge to the proper person promptly in the first phase project of the Eastern Route of South-to-North Water Diversion.
