IMPLEMENTING NATURAL FOREST PROJECT IN A COLLECTIVE FOREST AREA
集体林区实施天保工程的对策和建议

The solo economic structure in collective forest areas and the high tax policy on wood processing causes the reliance of local financial and forestry development on wood processing. Economic development in collective forest area faces challenges in implementing the "natural forest protection" project. We must adjust the tax policy on forestry and create a central subsidy fund to decrease consumption of forest resources and enlarge the scale of afforestation, relieve poverty and pressure for forestry self_building, and for social cultural development. Meanwhile, we should improve the energy structure in the countryside and construct a modern forestry system under the leadership and organization of local government.
