Strategy on Investment and Finance Planning to Improve Town Development Process

Town development is a complicated systematic engineering.Due to the absence of overall fund planning,the traditional two-phase development model,which includes layout/design and construction,may lead to disjunction between layout and construction.Based on layout and design,using systematic engineering method,the investment and finance planning is proposed to coordinate fund operation and construction.This method will improve the process of town development,and also, direct the decision-making process for the government.
