In this paper, we improve the arithmetic of consistent degree in uncertain theory -SPA theory. Furthermore, we put forward more practical consistent degree formula. Applying this formula into "pre-shooting prepare project" , we analyze it with qualitative and quantitative and put forward perfect project measure. As a result, we can choose the better by calculating every subsystem consistent degree.
