%X the evolution of information and communication technology has enabled the insertion of content on the internet. however, this has created divergence between the author's right and access to information. international treaties and agreements attempt to minimize this discrepancy, but the dynamics of the agents on the appropriation of the content is so complex that national institutions cannot address the object as a whole.
