%X land-use planning in venezuela represents a public policy and administrative practice presently weakened by a set of problems whose solution is one of the keys for development at the national level. this becomes evident when carefully comparing the £¿must be£¿ in this context, set down in laws and management instruments, with the £¿is£¿ or current situation. how to support such a statement? with the evidences that show that the decisions made and the actions implemented are inconsistent with that £¿must be£¿. consequently, this paper focuses on the search for those evidences and on demonstrating that the venezuelan land-use planning is currently marked by incoherence and contradiction.
