%X this article's goal is to analyse how civil society organizations non participation at the s£żo francisco river watershed committee also impacts the decision making processes concerned to water display in this region. using the political ecology research agenda, this article deconstruct the understanding of participation and non participation as a dichotomy and challenges the assumption that non participation reflects only the system's weaknesses in excluding some organizations from its internal structures.
