%X the project to develop a plan for gender equality for the university of beira interior surged in 2009 as an outcome of a research project. it is a groundbreaking initiative in portugal since it will be the first equality plan in a public university. it receives public funding from the strategic framework (through the qren-poph). this paper promotes a reflection on the context of development of this project - ubigual - discussing its proceedings and the main difficulties and potentialities of the application of a ue social policy.
