%X universalization of the medical education implies the need of laying down the scientific basis for the construction of the new health university throughout the society and for the society, on the basis of its placement in the new scenarios having the municipality as its main space. the process of universalization of professional formation is an element of the national health system development that has strategic connotations. universalization was didactically approached on the basis of the role of municipality as the hub of the new university.
