Evaluation of Regional Green Development Efficiency Level from the Perspective of New Quality Productive Forces—An Empirical Study Based on 11 Prefecture-Level Cities in Zhejiang Province %A 胡振崑 %A 徐樨 %A 张灵源 %A 郦林涛 %A 朱奕睿 %A 金石 %J Sustainable Development %P 182-195 %@ 2160-7559 %D 2025 %I Hans Publishing %R 10.12677/sd.2025.156176 %X 在新质生产力视角下，本文基于2013~2023年浙江省11个地级市的数据，运用超效率SBM-DEA模型对非期望产出下的绿色发展效率进行测度，并借助全局Malmquist-Luenberger指数对全要素生产率进行分解，研究浙江省绿色发展效率及变化特征。结果表明：第一，浙江省的绿色发展效率值呈波动上升趋势，万亿城市群绿色发展较为平稳，各地级市之间绿色发展效率差距较大；第二，浙江省存在严重的投入冗余，全社会供水总量、节能环保支出投入过多；第三，浙江省全要素生产率在研究期间内有所提高，全要素生产率的提高源于技术效率进步，技术进步未发挥重要作用。研究结论对响应新质生产力发展要求、提升区域绿色发展效率、推动经济社会高质量协调发展具有理论参考价值。
From the perspective of new quality productive forces, based on the data of 11 prefectural-level cities in Zhejiang Province from 2013 to 2023, this paper applies the super-efficient SBM-DEA model to measure the green development efficiency under non-expected output, and decomposes the total factor productivity with the help of global Malmquist-Luenberger index to study the green development efficiency and the changing characteristics of Zhejiang Province. The results show that: first, the value of green development efficiency in Zhejiang Province shows a fluctuating upward trend, the green development of trillion city cluster is relatively smooth, and there is a large gap in green development efficiency among prefecture-level cities; second, there is a serious input redundancy in Zhejiang Province, and there are excessive inputs in the total amount of water supply of the whole society and energy saving and environmental protection expenditures; third, the total factor productivity in Zhejiang Province has increased during the study period, but the increase in total factor productivity is due to technological progress, which does not play an important role. The conclusions of the study have theoretical reference value for responding to the requirements of the development of new quality productive forces, improving the efficiency of regional green development, and promoting high-quality coordinated economic and social development. %K 新质生产力， %K 浙江省， %K 绿色发展效率水平， %K 超效率SBM-DEA模型， %K 全局Malmquist-Luenberger指数
