Research on the Problems and Countermeasures of High-Standard Farmland Construction %A 杨萌 %A 王志真 %J Hans Journal of Agricultural Sciences %P 794-800 %@ 2164-5523 %D 2025 %I Hans Publishing %R 10.12677/hjas.2025.156098 %X 高标准农田是保障国家粮食安全、实现“藏粮于地、藏粮于技”战略的关键举措。在高标准农田“田、土、水、路、林、电、技、管”等8个方面的建设内容和建设要求当中,农田水利灌溉工程是提升农田生产效率和保障农作物生长的基础。以高标准农田工程建设为例,剖析当前高标准农田建设中,存在的工程建设质量管理及建后管护方面的普遍性问题,并由此提出有针对性的对策措施,包括重视灌溉水源的工程规划及布局,强化工程建设管理程序,完善工程各阶段的质量管控措施,提升建后运行维护能力,以及培育多样性的基层农业用水组织等。这些优化措施的落实,能切实提高农田的产出效率,实现节水粮丰,具有良好的参考价值。
High-standard farmland is a pivotal measure to safeguard national food security and realize the strategy of “storing grain in the land and storing grain in technology.” Among the eight core components of high-standard farmland construction—farmland, soil, water, roads, forests, electricity, technology, and management—farmland water conservancy and irrigation projects serve as the cornerstone for boosting agricultural productivity and ensuring crop growth. Taking the construction of high-standard farmland projects as an example, this paper examines the common issues in the quality management of engineering construction and post-construction management and maintenance that exist in the current high-standard farmland development. It proposes targeted countermeasures, including placing greater emphasis on the planning and layout of irrigation water sources, strengthening the management procedures of construction projects, improving quality control measures at all stages of the project, enhancing the capacity for post-construction operation and maintenance, and cultivating diverse grassroots agricultural water user organizations. The implementation of these optimization measures can effectively improve the productivity of farmland, achieve water-saving and high grain yields, and provide valuable references for similar projects. %K 高标准农田, %K 质量管理, %K 农田水利, %K 规划设计, %K 建后管护
