In the context of deepening global civilizational exchange, international Chinese education serves not only as a vehicle for language transmission but also as a vital bridge for promoting Chinese culture worldwide. The 20th National Congress of the CPC emphasized the need to enhance the international communication capacity of Chinese civilization, while President Xi Jinping highlighted in his 2024 congratulatory letter to the World Chinese Language Conference that Chinese is “a cultural product China contributes to the world.” Guided by its mission to “develop talents dedicated to serving national and social development,” Hunan City University aligns with national strategies and the provincial “Three Highs and Four New Missions” initiative. The university has built a four-platform synergistic mechanism-comprising the China-Africa Cultural Platform, Huxiang Cultural Platform, Red Culture Platform, and Talent Development Platform-integrating cultural leadership, platform support, practical engagement, and institutional innovation. This paper explores the construction logic, operational mechanisms, reform measures, and educational outcomes of the “Four Synergies,” offering a model for high-quality talent development in local universities. %K 国际中文教育, %K 湖南城市学院, %K 四个协同, %K 育人机制, %K 人才培养
