As the core practice field of the network community in the digital era, the technical architecture and subject interaction mode of the short video platform reconstruct the traditional social relationship network. Driven by the dual drive of capital multiplication and technological rationality, the platform ecology presents structural contradictions such as content disorder, algorithm alienation, and suspension of governance rules. Based on the organizational characteristics and action logic of the network community, this paper reveals that the essence of chaos generation is the inevitable result of the expansion of technological power and the rupture of public value. By deconstructing the dynamic game relationship between the platform, users and the institutional environment, a collaborative governance paradigm with “value remodeling, power checks and balances, and institutional adjustment” as the core is proposed, emphasizing the public return of the platform ecology through the democratization of algorithms, the activation of subjectivity and the construction of resilience rules. This study provides a theoretical innovation for breaking through the dependence on a single technology path of traditional governance, and has practical significance for the construction of digital social governance system.
