%X 备案审查制度中的合宪性审查作为宪法监督的重要平台&#65292;全国人大常委会历年的备案审查报告作为合宪性审查面向社会公众的重要窗口。但实践中备案审查中的合宪性审查还存在主动审查启动力不足、审查对象范围扩大等局限性。因此需要针对备案审查制度中的合宪性审查进行合理的优化&#65292;明确宪法和法律委员会的主体地位和职责&#65292;解决合宪性审查出现的问题&#65292;更好地构建与中国国情相符合的合宪性审查机制&#65292;为维护宪法权威和法治统一贡献力量。<br>As an important platform for constitutional oversight, the annual reports of the Standing Committee on filing and review serve as a crucial window for the public to understand constitutional review. However, in practice, constitutional review within the filing and review system faces limitations such as insufficient initiative for review and an expanding scope of review objects. Therefore, it is necessary to optimize constitutional review in the filing and review system, clarify the dominant position and responsibilities of the Constitutional and Legal Affairs Committee, address existing issues, and establish a constitutional review mechanism that aligns with China&#8217;s national conditions, thereby contributing to the maintenance of constitutional authority and the unity of the legal system.
