Research on Countermeasures for the Digital Transformation of SMEs from the Perspective of Integration of Port, Industry, and City and the “Dual Entry and Dual Promotion” Coupling—A Case Study of Yingkou City %A 徐千荟 %A 马秀程 %A 张世泰 %J Modern Management %P 200-206 %@ 2160-732X %D 2025 %I Hans Publishing %R 10.12677/mm.2025.155143 %X 文章以营口市为例，深入分析了在港产城融合背景下中小企业数字化转型面临的资源短板、政策落地阻碍以及典型矛盾。研究发现，营口市依托“双进双促”行动，通过领导专家深入企业，帮助企业发现和解决问题，搭建企业与政府之间的沟通桥梁，强化政策资源的精准适配、构建内生性人才培养机制、优化公共平台服务效能、推动专项资金穿透式落地以及破解权力博弈困局，能够有效破解中小企业数字化转型过程中面临的政策、资金以及转型意愿等难题。基于政策耦合的视角，文章提出应加强顶层设计和统筹规划、持续优化政策机制、优化公共平台建设、推动产学研用深度融合以及强化数据安全等对策，进一步强化港产城融合和“双进双促”的有机结合，为港口城市中小企业数字化转型提供可借鉴的经验。
Taking Yingkou City as an example, this paper deeply analyzes the resource shortages, policy implementation obstacles, and typical contradictions faced by small and medium-sized enterprises (SMEs) in their digital transformation under the background of the integration of port, industry, and city. The study finds that through the “Dual Entry and Dual Promotion” initiative, where leaders and experts enter enterprises to help identify and solve problems and build a communication bridge between enterprises and the government, Yingkou City has been able to effectively address the challenges of policy, funding, and transformation willingness faced by SMEs in their digital transformation. This is achieved by enhancing the precise matching of policy resources, building an endogenous talent training mechanism, optimizing the service efficiency of public platforms, promoting the through implementation of special funds, and breaking the deadlock of power games. From the perspective of policy coupling, the paper proposes countermeasures such as strengthening top-level design and overall planning, continuously optimizing policy mechanisms, improving public platform construction, promoting the deep integration of industry, academia, research, and application, and enhancing data security. These measures further strengthen the organic combination of the integration of port, industry, and city and the “Dual Entry and Dual Promotion” initiative, providing replicable experience for the digital transformation of SMEs in port cities. %K 港产城融合， %K 双进双促， %K 数字化转型， %K 中小企业
