%X 实现乡村振兴是我国全面建成社会主义现代化强国的重要基础,需要多元主体的协同治理。农民作为乡村建设的主体之一,农民主体性的充分发挥关乎乡村全面振兴的推进。当前,农民在乡村建设中存在主体意识薄弱、主体能力不足、主体性培育难等问题。因此,如何激活和提升农民主体性应进一步深入探讨。而随着乡村治理任务的复杂性、时代性转向,乡村治理工具的组合嵌入也更能适应乡村治理的复杂场景。以皖北F村为个案考察对象,在对该村经济建设、环境整治、文化发展、邻里关系治理场景探讨中,总结该村不同治理场景下政策工具的选择及应用,以及复合治理工具嵌入过程中,如何带动村民参与、激活农民主体性意识、提升农民主体性。
The realization of rural revitalization is an important foundation for China to build a socialist modernization power in an all-round way, which requires the collaborative governance of multiple subjects. As one of the main bodies of rural construction, the full play of peasant’s subjectivity is related to the promotion of rural comprehensive revitalization. At present, farmers have problems such as weak subject consciousness, insufficient subject ability, and difficult cultivation of subjectivity in rural construction. Therefore, how to activate and enhance the subjectivity of farmers should be further explored. With the complexity of rural governance tasks and the turn of the times, the combined embedding of rural governance tools can better adapt to the complex scenarios of rural governance. Taking F village in northern Anhui as a case study object, in the discussion of the village’s economic construction, environmental remediation, cultural development, and neighborhood relationship governance scenarios, this paper summarizes the selection and application of policy tools in different governance scenarios of the village, and how to promote villager’s participation, activate farmer’s subjective consciousness, and enhance peasant’s subjectivity in the process of embedding composite governance tools.
