%X 融通创新是发展新质生产力的重要途经之一。本文构建龙头企业、中小企业、地方政府的三方演化博弈模型&#65292;进行演化博弈分析。结果表明政府和龙头企业应发挥积极引领作用&#65292;带动中小企业参与融通创新&#65292;二者参与意愿能够很好的带动中小企业参与融通创新。地方政府可以提供成本补贴和处罚来促进龙头企业和中小企业积极参与&#65292;从而可以促进新质生产力的形成。<br>Integrated and interconnected innovation is one of the important ways to develop new substantial productivity. This paper constructs a tripartite evolutionary game model involving leading enterprises, small and medium-sized enterprises (SMEs), and local governments, and conducts an evolu-tionary game analysis. The results show that the government and leading enterprises should play an active leading role in driving SMEs to participate in integrated and interconnected innovation. The willingness of the government and leading enterprises to participate can effectively drive SMEs to engage in such innovation. Local governments can provide cost subsidies and impose penalties to encourage leading enterprises and SMEs to actively participate. In this way, it is possible to promote the formation of new substantial productivity.
