%X &#8220;生态产品权益&#8221;是指在生态、环境容量、自然资源等领域&#65292;由行政部门确定和分配、民事主体享有的特定权益。生态产品权益具有双重法律关系特征&#65292;在法律主体方面&#65292;享有权益的是民事主体&#65307;在法律客体方面&#65292;涉及的是由行政部门界定的、具有生态环境属性并可被支配的特定&#8220;物&#8221;。这种双重属性决定了&#8220;生态产品权益&#8221;兼具公法与私法特征&#65292;需要在法律规制中实现两种法律关系的协调。<br>&#8220;Ecological product rights and interests&#8221; refers to specific rights and interests determined and allocated by administrative departments and enjoyed by civil subjects in the fields of ecology, environmental capacity, natural resources, etc. The rights and interests of ecological products have dual legal relationship characteristics. In terms of legal subjects, the civil subjects enjoy the rights and interests; In terms of legal objects, it involves specific &#8220;things&#8221; that are defined by administrative departments, have ecological and environmental attributes, and can be controlled. This dual attribute determines that &#8220;ecological product rights and interests&#8221; have both public law and private law characteristics, and it is necessary to achieve coordination between the two legal relationships in legal regulation.
