%X 长期护理保险为失能老龄人群保障了基本生活条件，是失能老人的晚年生活的“救心丸”，长期护理保险作为社保“第六险”，完善了我国现有的社会保障体系，在缓解人口老龄化、保障老年人口生活质量方面提供了强有力的支撑。本论文针对甘南藏族自治州的长期护理保险政策实施情况，运用机构访谈和从业者深度访谈的方式进行资料搜集和案例整理，并从保险运营主体的视角出发，分析长期护理保险政策实施中存在的问题，不仅拓展了研究视角和研究范围，补充了长期护理保险的研究成果，还为甘南藏族自治州长期护理保险的政策实践提供理论指导和解决方案。
Long-term care insurance provides basic living conditions for disabled elderly people and serves as a “heart-saving pill” for their later life. As the “sixth insurance” of social security, long-term care insurance improves China’s existing social security system and provides strong support in alleviating population aging and ensuring the quality of life of the elderly. This paper will focus on the northwest ethnic minority areas of Gannan Tibetan Autonomous Prefecture which have high altitude, harsh environment, and poor economy. It will use institutional interviews and in-depth interviews with practitioners to collect data and organize cases. From the perspective of insurance operators, it will analyze the problems in the implementation of long-term care insurance policies, expand the existing research scope, broaden the analytical perspective, and supplement the research results of long-term care insurance.
