By analyzing the relationship between the modernization of city-regional governance and the rule-of-law track, this paper underscores that the advancement of city-regional governance towards modernization necessitates the safeguarding and driving force of the “rule-of-law track.” These two processes must be pursued in tandem, achieving synchronized development. The paper explores various dimensions, including the legal track, law enforcement capabilities, root causes of illegal activities, and conflict resolution mechanisms.
