In this era, higher education faces evolving demands and transformations in principles of fairness, justice, and security, while grappling with issues such as the foundational basis for governance, the “agency” of intelligent machines, and methods of governance. To facilitate the reciprocal empowerment of “digital intelligence” and “rule of law”, it is imperative to advance governance concepts, guiding “legalization” with an informed “digital intelligence perspective”.
