Transit-Oriented Development (TOD) serves as a crucial approach to optimizing urban spatial structure and enhancing land-use efficiency. This study explores the criteria for evaluating TOD and proposes a grading classification system. By constructing evaluation indicators based on the “5D” principles, the study achieves precise identification of TOD characteristics in plots or communities through quantitative scoring and grading classification systems. The findings demonstrate that TOD, when tailored to the characteristics of third- and fourth-tier cities, can be promoted and implemented in small- and medium-sized cities through well-designed evaluation criteria and frameworks. %K TOD模式, %K 评价指标体系, %K 5D原则, %K 等级划分
