Based on the governance level of grassroots governments, this paper analyzes the current demand for grassroots government governance capacity in China and the risks and challenges faced by grassroots government governance in the digital transformation of government affairs. It explores the impact of digital transformation of government affairs on the improvement of grassroots government governance capacity and proposes measures such as strengthening digital thinking training, optimizing top-level design, and enhancing security guarantees to better promote the continuous optimization and innovation of grassroots government governance capacity in China.
