%X 在社会老龄化加剧和生育率下降的双重压力下,2021年全国人大常委会会议表决通过了关于修改人口与计划生育法的决定,三孩政策的出台,正式标志着我国“三孩时代”的到来,标志着我国人口政策的一次重要变革。然而,女性群体的生育意愿普遍不高,并未因生育政策的放宽而显著提升。三孩政策给女性带来了更多的责任,但在相应权利保障方面尚显不足,这是当前女性生育意愿偏低的一个重要因素。为了改变这一现状,我们应从保障女性权益的角度出发,深入探讨女性社会保障的核心问题,致力于为女性营造一个更加安全、可靠的生育与工作环境。
Facing the dual pressures of intensifying social aging and declining fertility rates, in 2021, the Standing Committee of the National People’s Congress of China voted to pass amendments to the Population and Family Planning Law, marking the official arrival of the “three-child era” in China and signaling a significant shift in the country’s population policy. However, the fertility desire of female groups remains generally low and it has not significantly improved as a result of the relaxation of the birth policy. The three-child policy places additional responsibilities on women, yet there is still inadequate protection of their corresponding rights, which is a crucial factor contributing to the current low fertility willingness among women. To address this situation, we should approach it from the perspective of safeguarding women’s rights and interests, delve deeply into the core issues of women’s social security, and strive to create a safer and more reliable environment for childbirth and work for women.
