The Difficulties and Countermeasures Faced by the Integration of Urban and Rural Development in County Areas of Western Regions—Taking Dianjiang County, Chongqing City as an Example %A 吴赢鸿 %J Hans Journal of Agricultural Sciences %P 70-80 %@ 2164-5523 %D 2025 %I Hans Publishing %R 10.12677/hjas.2025.151009 %X 当前，中国正处于推进乡村振兴战略的关键时期，以县域为基本单元推进城乡融合发展，成为推进乡村全面振兴的关键所在。而中国西部地区整体经济水平相对较低，内部发展极不均衡，亟须破除城乡融合发展的障碍，重塑城乡关系、推进乡村振兴。文章选取重庆市垫江县作为西部地区县域城乡融合的典型案例，并对垫江县推动城乡融合发展的现状进行分析。垫江县在城乡融合发展中积累了一些经验，但也存在不少问题和短板，如县域经济基础薄弱，发展不平衡、县域城乡融合发展缺乏政府主导、城乡产业融合发展不够充分、城乡资源要素配置不均等。基于此，提出优化县域经济发展环境、发挥政府组织对城乡融合发展的主导作用、发展城乡特色产业，推进三次产业融合发展、推动城乡要素双向流动等对策建议，以期为西部地区县域城乡融合高质量发展建言献策，从而激活全面推进乡村振兴新动能。
At present, China is in a critical period of promoting the strategy of rural revitalization and taking counties as the basic unit to promote integrated urban-rural development has become the key to promoting comprehensive rural revitalization. However, the overall economic level in western China is relatively low, and internal development is extremely uneven. It is urgent to remove obstacles to urban-rural integration development, reshape urban-rural relations, and promote rural revitalization. This article selects Dianjiang County in Chongqing as a typical case of urban-rural integration in western regions and analyzes the current situation of promoting urban-rural integration development in Dianjiang County. Dianjiang County has accumulated some experience in the integrated development of urban and rural areas, but there are also many problems and shortcomings, such as weak economic foundation, uneven development, lack of government leadership in the integrated development of urban and rural areas, insufficient integration of urban and rural industries, and uneven allocation of urban and rural resource elements. Based on this, countermeasures and suggestions are proposed to optimize the development environment of county-level economy, give full play to the leading role of government organizations in urban-rural integration development, develop urban-rural characteristic industries, promote the integrated development of the three industries, and promote the two-way flow of urban-rural factors. These countermeasures aim to advise on the high-quality development of urban-rural integration in western counties and to activate new driving forces for the comprehensive promotion of rural revitalization. %K 西部地区， %K 县域城乡融合， %K 垫江县， %K 困境及对策
