%X 济南泉·城文化景观作为我国首个以泉水为主题的世界遗产申报项目，已于2019年列入《中国世界文化遗产预备名单》。该景观深刻展现了人与自然和谐共生的历史脉络，不仅体现了济南人民与泉水紧密相连的生活模式，也凝聚了对自然资源的智慧利用与共生。本文旨在分析济南泉·城文化景观的保护与管理现状，并与杭州西湖文化景观进行对比的基础上，从环境保护和文化传承两个维度出发，提出了四项建议：一是平衡城市发展与文化遗产保护，实现经济与可持续发展的双赢；二是优化交通布局，确保文化遗产保护与城市交通便捷性的和谐；三是注重历史街区的活化与发展，突显遗产的历史文化价值；四是提升世界遗产申报的宣传效应，增强国际影响力和公众认知度。此外，本文还针对遗产地的旅游现状，提出了“一站式 + 专题旅游”的发展策略，旨在推动遗产地的全面发展，提升游客体验，并凸显遗产地的“完整性”。
Jinan Spring-City Cultural Landscape, as the first world heritage application project in China with spring water as the theme, was included in the “China World Cultural Heritage Preparatory List” in 2019. This landscape profoundly showcases the historical context of harmonious coexistence between humans and nature, not only reflecting the close connection between the people of Jinan and springs, but also embodying the intelligent utilization and symbiosis of natural resources. Based on the analysis of the current situation of the protection and management of Jinan Spring-City cultural landscape and the comparison with the West Lake Cultural Landscape in Hangzhou, this paper puts forward four suggestions from the two dimensions of environmental protection and cultural inheritance: first, balance urban development and cultural heritage protection to achieve win-win economic and sustainable development; Secondly, optimize the transportation layout to ensure the harmony between cultural heritage protection and urban transportation convenience; Thirdly, we should focus on the revitalization and development of historical districts, highlighting the historical and cultural value of heritage; The fourth is to enhance the publicity effect of the World Heritage application, strengthen international influence and public awareness. In addition, the paper also proposes a development strategy of “one-stop + thematic tourism” for the tourism status of heritage sites, aiming to promote the comprehensive development of heritage sites, enhance tourist experience, and highlight the “integrity” of heritage sites.
