%X 两晋之际的战乱和疾疫使北方社会处于“失序”状态，在这种生存压力下，民众自发形成了具有自保性质的基层组织，由此使地方权力由国家转移到地方豪强的手中。流民帅李矩便是在这种时代背景下崛起的。他以军功起家，不仅帮助荀藩等人成功在密县建立行台，还凭借自身声望凝聚民众、团结其他豪强抗击刘、石，是北方民众赖以生存的重要保障。李矩的势力兴衰表明，地方社会的基层权力，并非只是自上而下的运行机制，而应是一种双向性的互动。
The war and disease during the two Jin Dynasties caused the northern society to be in a state of “disorder”. Under the pressure of survival, the people spontaneously formed grass-roots organizations with the nature of self-protection, thus transferring local power from the state to the hands of local clan. The refugee leader Li Moment is rising in this era background. Starting from his military achievements, he not only helped Xunfan and others successfully establish a line in Mixian County, but also relied on his own reputation to gather the people and unite other powerful forces against Liu and Shi, which was an important guarantee for the survival of the northern people. The rise and fall of Li Ju’s power shows that the grass-roots power of local society is not just a top-down operating mechanism, but a two-way interaction.
